This article is a mess. Way beyond planning, it's being built. Rogfast is the name of the project, the 27km (not 2km) tunnel is called Boknafjord). I don't know how it saves 10 hours because it took us ~5 hours to get from Bergen to Stavanger, including a couple of ferries in quite rough weather. https://www.lbc.co.uk/news/longest-and-deepest-tunnel-in-the-world-norway/
