This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Outline pricing is $10/month for up to 10 users. The step up to $80/month for up to 100 is steep for me as an individual.
It’s also very single org centric in permissions setup.
I can run it self hosted on Cloudron with core feature set at no charge.
