My 🌶️ take on this is that Matrix has a broken architecture not suitable for nation-scale use. Instead of binding the user identity to the homeserver we need a messaging layer that builds on the ATproto decentralized account ID (did:plc) https://element.io/blog/scaling-to-millions-of-users-requires-synapse-pro/
