Qara Balghasun, or Ordu Balïq, was the capital of the Uyghur Empire, which stemmed from the aristocratic confederation of the Toquz Oghuz (the Nine Oghuz, or "aristocratic clans" - the Uyghurs being one of these nine). That's why the Uyghurs were referred to as Toquz Oghuz in Arabo-Persian sources.
