This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Decided to snoop around again if any others have had the problem and came across a program called ShellExView that lets you see and disable/enable all the 'shell extensions' on your computer.
I finally found the culprit after all the years.
It was Nvidia.
