Bones' rivalry with Spock was fueled by the fact that they were counterparts to Kirk, reflecting his own balance of logic and passion. That dynamic didn't exist on TNG, so forcing Pulaski into a "rivalry" with Data came off as forced, and made her look mean-spirited.
