Found it. Apparently it's because some admins were having trouble deploying it with broad permissions automatically. This is really disappointing. Most users will keep the default permissions, so millions of users are now vulnerable to Raymond being compromised. https://github.com/uBlockOrigin/uBOL-home/issues/326
