This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Coming up with OctoPrint 1.11.0: A bundled Custom Control Manager, replacing the third party & unmaintained Custom Control Editor.
Custom controls always were a core feature, living in the config file. The plugin was well loved as it made things easier. Now there'll be an official bundled one.
