This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

I still think we need more webcomic CMSs now than ever. Like as far as maintained ones go: it's Toocheke and Grawlix, iirc, w/ Rarebit as a Template option instead of a CMS.
The public version of ComicControl that works with up-to-date PHP is a fork maintained by one person.
