This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

As you said, second level is complicated.
If a student has Additional Educational Needs our AEN coordinator will place the appropriate information in VSware with a flag. A teacher taking that class can then check for student needs.
Different needs could be met by having SNA access.
