This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Citra is the best option for 4U. It may be harder to track down a build now than it was in the past, but it allows for a variety of configuration options and upscaled texture packs. Screenshot is my most recent 4U save with my custom Citra layout and upscaled textures.
