This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Did you know you can use the Gutenberg Block Editor in your app JS apps outside WordPress entirely.
It's a use-case that is not talked about and used enough IMO, so it's not smooth 100% but we do have dedicated docs for it and eager to improve it. https://wordpress.org/gutenberg-framework/
