This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Yeah! Dialogic 2 is a plugin for Godot, i believe still in its alpha release but it's a very handy plugin with some pretty great documentation that functions as the Dialogue system. It also helps folks who are less confident with programming since it has a nice visual editor component.
